The VLBC Thanks Delegate Jennifer Carroll Foy

Richmond, VA—The Virginia Legislative Black Caucus (VLBC) thanks Delegate Jennifer Carroll Foy (D-2nd, Prince William) for her service and significant contributions in the Virginia House of Delegates. 

House Appropriations Chair Del. Luke Torian (D-52nd, Prince William) stated: “Delegate Carroll Foy has been a strong, driven colleague over the last three years. From leading the charge to ratify the Equal Rights Amendment to her work on criminal justice reform and maternal health equity, Delegate Carroll Foy has certainly made her mark during her time in the House. She represented our neighbor district well and we were glad to have her in the Prince William County delegation."

During her time in the Virginia General Assembly, Delegate Carroll Foy successfully built coalitions, worked across the aisle, and passed substantive legislation that includes the Pregnant Worker Fairness Act, the Dress Code Equity Act, and the Diversifying the Teacher Workforce Act. 

“Since 2017, Delegate Carroll Foy has been a friend and mentor to me - we have worked on numerous pieces of legislation together and she was a huge supporter of mine in general,” said VLBC Chaplain Del. Joshua Cole (D-28th, Fredericksburg). “While I’m saddened to lose her in the House, I’m grateful for her service and continued service to our Commonwealth.”

Delegate Carroll Foy’s resignation from the House of Delegates takes effect today. 

“The VLBC continues to be zealous, uncompromising agents for equitable change for all Virginians,” said Delegate Carroll Foy. “It has been an honor to be a member of this distinguished caucus.” 

“We thank Delegate Carroll Foy for her service and dedication to her constituents and to the Commonwealth,” said VLBC Chair Del. Lamont Bagby (D-74th, Henrico). “Her leadership led to the passing of equitable and justice-centered reform that impacts the lives of so many Virginians. The members of the VLBC will certainly miss her.”
